Strategic planning and organizational needs analysis are intertwined in the sense that

information retrieved from the organizational needs analysis is passed to the HR department for

use in meeting the organization’s mission and strategic plan. An understanding of organizational

needs analysis and strategic planning begins with an understanding of each term’s meaning.

Organizational needs occur when a process is implemented to analyze the traits of an

organization in order to determine where development and HRD efforts are required and how

they should be delivered. To conduct this type of analysis, an organization must take a holistic

view of its mission. An organization’s goals, resources, climate, and environmental constraints

are all items that organizational analysis seeks to identify. Strategic planning can be explained as

deliberative, disciplined decision-making that targets the shaping and guiding the nature,

functions, and goals of an organization. The strategic planning process can also be helpful in

managing choices in regards to resource allocation, financial stability, and market value (Wright,

p.40). The organizational needs analysis and the strategic planning process are both ways in

which the organization and its employees communicate. While strategic planning provides

information for organizational analysis, HRD efforts can be an important component of

implementing it.

Strategic planning and organizational needs analysis are both aimed at identifying a

company’s strengths and weaknesses and then coming up with a plan to achieve the company’s

goals directly through the human resources department. In order to truly grasp the connection

between organizational strategic planning and human resources development functions, both

concepts must be understood thoroughly. The textbook defines HRD as “a mechanism in shaping

individual and group values and beliefs and skilling through learning-related activities to support

the desired performance of the host system” (Werner, p.4). Organizational goals, resources,

climate, and environmental constraints all contribute to organizational analysis, as earlier in this

thread. HRD programs require information gathered from each of these sections of

organizational analysis. As a result of the organization’s strategic plan, its workforce strengths

and weaknesses may be identified, as well as any possible changes needed to its human resources

policies. Because they have a solid rationale for their requests for resources, organizations can

justify their requests for these resources more easily.

In Proverbs 16:9, we find a verse that can correlate to organizational needs analysis and

strategic planning. The verse reads, “the heart of man plans his way, but the Lord establishes his

steps”. This verse can remind us that planning is important but ultimately God decides what will

happen. By implementing organizational needs and strategic planning, there will be a better

understanding of how to achieve certain goals while also being prepared for what the future may

hold.
