The role of FEMAwithin the DHS has created many different “camps”—some supporting its inclusion within the DHS and others arguing that the mission of the DHS and FEMAconflict. FEMA also has its share of critics with respect to the agency’s effectiveness in terms of poor management, budget, emergency management plans, and even whether or not it is needed at all.
