Provide research from at least three sources in a two- to three-page paper on your chosen product or service and industry. Writing a policy change proposal is different from writing an essay. You will write a policy change proposal over the span of the course. You will find links posted to Webliography each week to use for citations and references in addition to your textbooks. Youwill not use the library in this class, instead use reliable internet sources no older than 2010 because the health reform law, which is the topic of this class, was not signed into law until 2010. The more recent the citation, the better and more accurate your content would be.

Review the Patient Protection and Affordable Care Act PL 111-148 and choose a section to amend during the class. Then begin writing the Unit 3 section of the policy change proposal. You will add to the Unit 3 section in Units 5 and 9 so by Unit 9 you will have one completed proposal. You will write sections of the proposal in class each week and reflect on the peer review learning in class in a Journal assignment so look ahead at the Discussion topics and Journal assignments so you can have sections of the proposal ready to post for peer review. Comments from the instructor and your peers would provide ideas on how to improve the proposal.

Steps for Section One of the Proposal 1. First, give your proposal a name like this:

2. Second, write the introductory paragraph.

When constructing the introductory paragraphof the first section of the public policy change proposal you would write only three sentences in the introductory paragraphto introduce the reader to the proposed change.

Step 1:Begin by writing the first sentence like this: The public policy problem is that…(state what is missing from the section of the law what you think should be added). State a problem you have identified in a section of Pl 111-148. Be sure to choose a section of the law that you are passionate about and a problem you want to see resolved through an amendment to Congress.

Step 2:Now, write the second sentence, which is the policy question. Begin by writing: The public policy questions is should the federal government mandate…(this should match the problem statement by asking if the government should mandate the change you are proposing).

Step 3:Now, write the third sentence, which is the proposed amendment. Begin by writing, The public policy problem resolution is an amendment that would say…(write the actual language of the proposed amendment here).

Review this example of how to write the introductory paragraph and model your introductory paragraph just like this:

The problem is that section 5308 of PL 111-148 does not include pediatric nurse practitioners. The public policy question is should the federal government mandate inclusion of pediatric nurse practitioners. The resolution to the public policy problem is to amend section 5308 of PL 111-148 to say: Section 5308 would include pediatric nurse practitioners (American Association of Colleges of Nursing, 2010).

3. Third, write the body of the proposal.

After the introductory paragraph, create headers for social, political, economic, legal, and ethical issues, as well as the stakeholders. Write one paragraph for each type of issue with citations and references for each describing how the issue would support or not support your proposed amendment.

Start each issue sectionlike this example and write each section in 4 to 5 sentences with cites and references- you may use the links provided in Webliography for cites and references: The legal issue that would affect passage of the proposed amendment is that the U.S. Supreme Court ruled the law constitutional and the payment mandate a tax because (you fill in this after reading about it).

Here are the topics to cover under each issue section. Be sure to say how the issues support passage of your proposed amendment and if the issue does not support passage of your proposed amendment, how you plan to get Congress to vote to pass the amendment into law anyway. Legal Issues

Write about the 28 states that have filed suit against the federal government to repeal PL 111148 claiming the law is unconstitutional. Be sure to include the status of the lawsuit in the U.S. Supreme Court and the effect this would have on getting your proposed amendment passed if the law is ruled unconstitutional or constitutional

Political Issues

Write about the Senate and House bills in Congress to repeal PL 111-148 and the effect repealing the law would have on getting your proposed amendment passed.

Economic Issues

Write about the trillion dollar U.S. budget deficit, budget cuts to entitlement programs like the one you may propose, and spending cuts as well as increased taxes to balance the Congressional budget and the effect this would have on getting your proposed amendment passed.

Social Issues

Describe why the proposed amendment is good for all Americans and why Americans would support the amendment to Congressional stakeholders to vote for it.

The last issue is a little different so you will write it like this: Ethical Issues

Choose one ethical principle and use it to convince stakeholders why your amendment should pass. Begin the paragraph like this instead of like the other issues: The ethical principle that supports passage of the proposed amendment is (insert principle) because (insert why) (cite).

Stakeholders

Then list the stakeholders who have a stake in seeing your amendment pass or fail and in one sentence describe the role of each stakeholder- remember nurses would be an American voter. You would use a numbered list for clarity.

Use these stakeholder groups 1. Politicians because a politician would vote to pass, not pass, or table the amendment. 2. The American voter who would support or not support the amendment to politicians. 3. Political Activists who demonstrate for or against the amendment. 4. Political Lobbyists who lobby for or against the amendment.

Next write a summary (not a conclusion): Summary

First write about what the section of your proposed amendment says. Then write how the amendment would change the section. This is a summary (not a conclusion) that describes the section of the law you chose and why the amendment is important to America from a social, economic, political, legal, and ethical point of view. In this section, you would “sell” the amendment to stakeholders. So talk about the social, legal, political, ethical, and economic

issues that support passage of the amendment to the stakeholders. On the last page list references in the most recent version of APA format and remember for every reference there needs to be at least one citation in the body of the paper.

On Dec. 7, 2000, the Cincinnati Occupational Safety and Health Administration (OSHA) office heard through media and police reports that there were two deaths at a nursing home in Ohio. OSHA determined that the Food and Drug Administration (FDA) should take a lead role in performing an investigation.

Because the nursing home had many residents who had unhealthy respiratory systems, the nursing home routinely ordered and received tanks that contained pure oxygen. During one delivery, the supplier mistakenly delivered one tank of pure nitrogen in addition to the three tanks of pure oxygen that had been ordered. The nitrogen tank had both an oxygen and nitrogen label. An employee at the nursing home connected the nitrogen tank to the nursing home’s oxygen delivery system. This event caused two nursing home residents to die, and three additional nursing home residents were admitted to hospitals in critical condition. Within the following month, two of these three additional residents also died, bringing the total death toll to four.

In the Week Three Discussion, you selected a current business problem from the following case categories:

In this written assignment, you will present your work on the case analysis using selected components of an argumentative essay as described in Sections 9.1 and 9.2 of With Good Reason: A Guide to Critical Thinking (Hardy, Foster, & Zúñiga y Postigo, 2015). This written assignment will include a revised and polished version of your discussion work, the presentation and support of two premises, and an analysis of how your chosen ethical theory offers the best moral solution to the business problem in your case analysis.

Using the components of the argumentative essay located in Sections 9.1 and 9.2 of With Good Reason: A Guide to Critical Thinking (Hardy, Foster, & Zúñiga y Postigo (2015), your assignment should include the following:

An introduction. This is the “Problem” portion of the essay that is covered in Section 9.1: The Argumentative Essay (Hardy, Foster, & Zúñiga y Postigo, 2015). This should be an improved version of the introduction in your initial post, revised on the basis of your professor’s feedback and additional research. In this introduction you will need to (a) identify the specific issue or problem that you want to address and give an impartial presentation of the controversy, (b) articulate briefly the characteristics of the economic system that serves as the setting for the business, and (c) examine the laws that affect the operations of the business. The introduction should be one paragraph of around 200 words in length.

A thesis. Start a new paragraph with a precise and clear sentence in which you state your moral position with regard to the case that you presented in your first paragraph. This is known as stating your thesis. (See the “Thesis” passage in “The Argumentative Essay” in Hardy, Foster, & Zúñiga y Postigo, 2015). The thesis you state here should be an improved version of the thesis in your initial post in the discussion, revised on the basis of your professor’s feedback and your reading of “The Argumentative Essay” indicated above.

A thesis is only one sentence, so do not write a series of sentences, or a complex sentence with explanatory clauses (e.g., “because…” or “since…” or “according to Dr. Mary Expert, an economist with the Bureau of Labor statistics…”, or “a law that was ratified with 80% votes in favor…”). An example of a precise and clear thesis is this: “Factory farms are not morally justifiable” or, of course, the opposite point of view: “Factory farms are morally justifiable.” Keep in mind that your thesis in this assignment will be the basis for the argumentative essay of the Week Five written assignment, so take your time when formulating this thesis.

Ethical theory. In the same second paragraph as the thesis statement, identify the ethical theory that supports your moral position. You may choose from utilitarianism, duty ethics, or virtue ethics. Present the characteristics of the ethical theory in a broad sketch, and include citations and references in APA form. Then, apply your chosen ethical theory by explaining how it lends itself to the moral position that you are defending.

Two premises. Present at least two reasons in support of your thesis and these should be presented in the form of a claim. These are called premises. Articulate each premise in one clear and grammatically correct sentence. Review Section 9.1 of With Good Reason: A Guide to Critical Thinking (Foster, Hardy, and Zúñiga y Postigo, 2015). Start a new paragraph for each.

In the rest of the paragraph, support your premise by presenting an analysis of how the ethical theory lends itself to the best solution. This analysis includes articulating the characteristics(s) of the economic system at work that support the claims in your premises. It also includes examining the effects of the law(s) at work that also support the claims in your premises.

Comparative analysis. In the final paragraph, analyze how this application lends itself to a solution that is superior to that offered by one of the ethical theories that you did not select. To do this, provide a clear statement describing the moral solution offered by this other theory. For example, if you chose utilitarianism to apply to your case, then you can choose from either virtue ethics or deontology for your comparative analysis. Explain in no more than three sentences what moral solution would result from the application of this other ethical theory. See the “Sample Case AnalysisPreview the document” for an illustration of how this would look like. Finally, analyze the strengths of the moral solution presented by your chosen ethical theory in ways that demonstrate how it is superior to the moral solution offered by the other ethical theory.

Once you receive your assignment back from your professor, start working on revisions based on your professor’s feedback. This is the first step in preparing your Final Project and the details are presented on the Final Project’s prompt. You will benefit from starting your Final Project as soon as you receive your assignment back from your professor.

Requirements for Your Assignment:

· Your assignment should be 1000 words in length, excluding the title page and reference page(s).

· Your examination should be both thorough and succinct. This is a combination that demands time and thought, so give yourself sufficient time to draft and revise.

· Your assignment should include citations, as well as a list of references. Both must be in APA form.

· You should draw from the sources provided in your chosen case category in the discussion this week.

· Also refer to Section 9.1: The Argumentative Essay and the introduction to Section 9.2: Strengthening the Argumentative Essay (intro only for the latter) from Hardy, J., Foster, C., & Zúñiga y Postigo, G. (2015).

The origin and source of human violence is a central topic for anthropologists. Cross-cultural studies show evidence of both peaceful and violent societies. In this discussion, choose to answer one of the prompts below. Choose only one:

  • Some argue that gender roles play a part in the extent      of violence in a society. Based on chapter eight, especially pages 322-323      and the research report by Horn et al. (2014), what are some of the      differences in gender roles between peaceful and violent societies? Cite      and explain some reasons for these differences. Make sure to give examples      from specific cultures and provide the empirical evidence why some      scholars argue for this connection. Then, discuss what form of evidence      would not support this connection.
  • War has been seen as a causal agent for cultural      change, specifically on the development of complex societies. Based on      Chapter 8 of the textbook, in particular pages 325-326, explain what      Robert Carneiro argues is the effect of war on the evolution of societies.      Explain his theory and make sure to provide evidence that supports this.      Then, discuss what form of evidence would not support this theory.
